The GPS receiver board in these surplus telecom units is typically well over a decade old, and the wet-etched manganese dioxide tantalum capacitors used on it have a finite service life. One had already failed spectacularly, venting and taking itself out of circuit, which is the classic tantalum failure mode: a short that heats until the package ruptures. Rather than swap like for like and wait for the next one to go, the whole group of tantalums gets replaced preemptively.
The replacement choice is worth noting for anyone doing similar work. Panasonic POSCAP conductive polymer tantalum solid capacitors use a polymer cathode instead of manganese dioxide, which changes the failure behaviour to a benign high-leakage state rather than a thermal runaway short. They also bring noticeably lower ESR, which matters on a board where these parts sit on supply rails feeding an RF front end and a sensitive timing receiver. Package sizes and voltage ratings need checking carefully, since polymer tantalums generally want more voltage derating headroom than a casual substitution assumes.
For anyone buying a used GPSDO off the surplus market, the practical takeaway is that these units are rarely plug and play forever. Budget some rework time, inspect the tantalums on both the GPS board and the main board, and treat any discoloured or cracked package as a unit that is living on borrowed time. It is a straightforward hot air or iron job that meaningfully extends the life of an otherwise excellent lab reference.
