The assessment covers the things that actually matter once a board lands on your bench: how cleanly the solder mask registers against the pads, silkscreen legibility at small text sizes, the quality of the surface finish and how readily it takes solder, drill and slot accuracy, and whether the board outline and any internal cutouts match the submitted Gerbers. Panel separation quality and edge finish get a look too, since routed versus V-scored edges affect how a board fits an enclosure.
On the ordering side, the practical points are the cost of a small five board run versus the shipping that often dominates the total, realistic turnaround including customs delays, and how the online ordering flow handles options like mask colour, thickness and finish. Component sourcing is treated as part of the same equation: buying passives, connectors and semiconductors from the same region can consolidate freight and cut the per part cost significantly compared with Western distributors, though stock depth and datasheet quality vary.
The takeaway for anyone prototyping is that low cost fabrication has largely closed the gap for simple two layer designs, and the remaining decisions are about lead time, shipping economics and how much you trust part markings on inexpensive components.
